Kershaw County Republican Party Executive Committee adopts seven censures addressing Chairman Dunlap’s misconduct

Camden, South Carolina – On October 30, 2025, the KCGOP Executive Committee passed, without opposing votes, seven censure motions addressing Chairman Autumn Dunlap for sustained procedural misconduct:
1. Improper Voting: A non-Executive Committeeman officer was permitted to vote, violating credentialing rules.
2. Proxy Denial: Valid proxies were rejected, obstructing member participation.
3. Committee Manipulation: Standing rules on committees were violated.
4. Meeting Suppression: Required monthly Executive Committee meetings were unilaterally withheld.
5. Improper Business Conduct: Executive Committee business was conducted during a public “members meeting.”
6. Unauthorized Meeting: An Executive Committee meeting was held during a public event.
7. Failure to Notice: A business meeting was convened without proper notification to members.
The conduct described in these censures exhibits characteristics commonly associated with abuse of authority, willful misconduct, denial of member rights, and breach of fiduciary duty — terms defined and codified under South Carolina nonprofit governance and ethics law.
The continuation of these procedural patterns may reflect a broader challenge: SCGOP Rules, as currently written and applied, offer limited clarity on due process protections and few avenues for internal redress. This has contributed to an environment where procedural irregularities may persist without formal scrutiny.
In such cases, the role of external oversight — including that of the Secretary of State and Attorney General — becomes increasingly relevant. Their engagement, or lack thereof, may shape public confidence in the integrity of political organizations and the enforcement of lawful governance.
