Pro-life, Inc Wins Again in Killing SC’s Strong Pro-life Bill

On Tuesday, Nov. 18th, the SC Senate Medical Affairs subcommittee had their second hearing on S. 323, the Unborn Child Protection Act. This was the strongest pro-life bill ever to be heard in South Carolina. It would have banned abortions at conception.

This should have easily passed the heavily Republican subcommittee, correct? Wrong. The bill, sponsored by Sens. Richard Cash, Billy Garrett and Rex Rice, was allowed to die by four Republicans abstaining from the vote. Interestingly, Garret himself succeeded in killing the bill after being joined by Sens. Tom Corbin, Matt Leber and Jeff Zell. The vote was 3-2, with three Democrats voting no and Sens. Cash and Tom Fernandez voting yes.

At issue – the bill carries possible penalties for the woman who chose to abort their child. The penalty would be up to 30 years – meaning that it could also be no time sentenced. It is up to the judge and jury. Secondarily, the only exception is in cases for the life of the mother, which didn’t seem to be a deal-breaker for most. Although rare, several friends of mine who were conceived in rape would argue that they shouldn’t have been aborted.

The heartbeat legislation passed in 2023 has several holes in it. It allows for several exceptions, it allows for the murder of babies up to six weeks and there is no accountability for the woman who allows and requests that murder.

As Cash pointed out during the hearing, since Roe v. Wade was overturned by the Supreme Court of the United States, usage of mail-order abortion bills for abortion has skyrocketed from 55% of abortions to 84%. The oversight of the purchase of abortion pills is minimal.

Crimes of any kind will be committed if there is no penalty attached to them. The hope that people will just have a change of heart through prayer and education is a pipe dream. Abortion is ideological.

That is when the pro-life industry comes into play. The renown pro-life groups and most Republican politicians thrive on the continuation of abortion. The coffers run dry when abortion ceases. The issue is no longer an issue to use in a campaign if abortion ceases.

South Carolina Citizens for Life opposed the bill due to the penalty for women. This is the same group who refused to endorse legislators who supported similar legislation in 2024. SC Citizens for Life is the same group that endorses and lavishes awards on Sen. Lindsey Graham, who supports abortion up to 15 weeks and voted for nearly every nominee for any position from Presidents Obama and Biden.

This legislation would make South Carolina heroes on behalf of the preborn. It is past time that the grift of many in the pro-life movement is exposed. Judge legislation based on its merits, not who supports or opposes it. Hold organizations and lawmakers accountable. That exposure is what we do at SC Confidential.
