As an update to my last post, Chairman Mark Weber and First Vice Chairwoman Debbie Heim have yet to cite a rule which allows delegates to be hand-picked by the chairman after the scheduled makeup meeting.
However, this morning in the steering chat, Debbie Heim sent a document entitled “SC GOP State Rule 4, Explained.” She sent this document along with screenshots of the entirety of State Rule 4, once again asserting that the chair hand-picking delegates on his own timeline is permissible.
The document explaining State Rule 4 looked like a third-party dissertation, but after reading it carefully, I realized that it had some oddly LCRP-specific references. The dissertation also “explained” CERTAIN parts and clauses of the rules, while omitting others. It all seemed quite haphazard and amateur, but lengthy and verbose nonetheless. It read like something a rogue anti-Trump judge would write as an interpretation of the actual rules.
I asked Debbie who the author of this dissertation was and where I could find it, as I had searched online and nothing had come up. I was also curious why she didn’t share this document back on March 20 when I and others had initially asked for clarification to this process.
She didn’t answer me.
I asked several more times who authored the dissertation and where I could find it, and Debbie finally responded by refusing to answer, and then shut down the conversation.
After this exchange I then noticed that this same “explanation” of the rules was written on Debbie’s OWN Facebook page, with no third-party origin cited.
So, one can only assume that Debbie herself wrote it, and I said as much in the chat, while offering to be corrected if my assumption was wrong. Debbie has remained silent.
According to our state rules, the process of electing delegates is under the purview of the PRECINCTS during ReOrg, and then afterwards at the scheduled makeup meeting if there are irregularities or roles that need to be filled. The delegate list “shall” be certified and sent to the state NO LATER than 3 days after the makeup meeting.
NOWHERE in State Rule 4 is the county chairman given permission to hand-select delegates after the makeup meeting under his sole purview and discretion.

Whether you want to call this delegate harvesting or a form of ballot harvesting, this process fabricated by Mark Weber and Debbie Heim is NOT sanctioned in our state rules.
What we are witnessing right now is a blatant attempt to influence and potentially steal an election, with Mark Weber and Debbie Heim going to incredible lengths to GASLIGHT our steering committee and party members as to the authority of their actions.
This is 2020 all over again, right here at home.
